Hello. Is it possible to edit regular font and make it dashed (dotted) using FontForge?

Yes, but it would be quite hard.  Since font renderers expect a
boundary within which they fill, you would have to provide a
boundary for each dot that you want and make sure they're far
enough apart to look distinct.  That'd be A LOT of work.  But you
can do it if you're willing.
